Introduction

The Electronic Service Delivery Privacy Standard formerly known as the Service Ontario Privacy Standard was approved by the Management Board of Cabinet in August 2000. The change in nomenclature relates to the new name for the project managed by the Integrated Service Delivery Division of the Ministry of Consumer and Business Services, and is reflected in the RFP for the project issued in 2001.

The Electronic Service Delivery Privacy Standard (the Standard) is a mandatory requirement for participants in the ISDD project.

There are a number of other service initiatives that are under consideration in or between ministries, or as part of the I & IT planning and architecture activities of the IT Cluster organizations. Some of these may share similarities with the ESD project with respect to operating environments, business models, partnerships, the uses of personal information and introduction of common or standardized technologies. Examples could include common address update systems, common service counters, or an IT architecture designed to serve multiple ministries or programs.

In that context, the Standard should be considered by individuals involved in such initiatives as a resource document.

The Standard provides information and guidance regarding

potential privacy risks,

policies regarding the application of FIPPA and privacy principles in specific business contexts,

suggested practices, and

accountability frameworks,

that should be useful in the development of Privacy Impact Assessments for these other initiatives.

Further, the Standard provides an example of the information content to be considered should an initiative be seen as requiring an information management standard or practice statements to be included in governing agreements or contracts.
