FOREWORD
This Manual has been developed by Ministry of Government Services to
assist Freedom of Information and Privacy Coordinators (Coordinators) for
institutions covered by Ontario's Freedom of Information and Protection of
Privacy Act (FIPPA) and Municipal Freedom of Information and Privacy Act (MFIPPA).
Coordinators have many responsibilities related to FIPPA/MFIPPA, but their
primary responsibilities are to ensure that their institutions:
1) process access requests in compliance with the law; and
2) collect, use, disclose and dispose of personal information in
compliance with the law.
A number of tools are available to help perform these tasks:
- the Act
- the Annotation
- Information and Privacy Commission (IPC) Orders and Privacy
Investigations
- IPC publications on policies and practices related to FIPPA/MFIPPA
- the Manual
.
The Manual is intended as a plain language explanation of how FIPPA/MFIPPA
should function in an institution. For this reason, the Manual
concentrates on practical applications and procedures. Coordinators should
check the Annotation if they need a detailed interpretation of a section
of the Act.
How to Use this Manual
The Manual contains a Table of Contents listing Chapters, Appendices
and, in the case of Chapter 4, sections of the Act that provide
exemptions. You may click on any coloured heading in the Table of Contents
to link to that page in the Manual.
Under each Chapter you will find major headings and subheadings. The list
of subheadings are linked to the text of the Manual so that you can go
directly to the topic of your choice.
You may search the Manual to locate of topics of interest by using the
search function located on the FOI website. The Manual is also designed to
be printed as individual chapters to provide a paper copy reference.
Please note, that we will be updating our Manual on the website regularly.
If you do print your own reference copy, we suggest you compare it with
our website to ensure your information is up to date.
