The application is dismissed.

While we would not necessarily agree with the analysis by the Inquiry Officer [see Ontario (Workers' Compensation Board) v Ontario (Assistant Information and Privacy Commissioner (1995), 23 O.R. (3d) 31 (Div. Ct.); and Ontario (Attorney General) v. Fineherg (1994), 19 O.R. (3d) 197 (Div. Ct.)], an examination of the records ordered to be disclosed indicates that he reached a reasonable decision in the particular circumstances of this case. This is therefore not a case in which this Court should intervene.

The requester is entitled to her costs in the amount of $2,000.00.
