ENDORSEMENT
The application is dismissed.
The Commissioner's decision ought to be accorded a
strong measure of curial deference (John Doe v. Ontario (Information and
Privacy Commissioner) (1993), 13 O.R. (3d) 767).
The Commissioner in our view gave the relevant
statutory provisions an interpretation they can reasonably bear. The Court is
not prepared to substitute its opinion in the absence of there being no
evidence. We find that there is no jurisdictional error.
No costs.
