  • In order for a decision letter to be valid, it should clearly identify who is responsible for making the decision. In this case, the council was the "head", not the mayor. However, the mayor did not indicate in his letter that he was reflecting the decision of the council. The mayor was not properly designated as "head" of the town council for the purpose of the request and so his decision was invalid. (Order # MO-1221)
